The responsibility for the conctruction of mosque was given to the government body, the Sunni Waqf Board, and the Waqf Board also set up a trust called the Indo-Islamic Cultural Foundation for the purpose.
The foundation had also presented a plan to build a mosque as well as a cancer hospital and a cultural museum. In its place, they submitted a new map of the mosque in which the name of the mosque, Muhammad bin Abdullah, is written. Even after four years, the foundation of the mosque could not be laid. Because the chief minister of the state was only the chief minister of the Hindus, not the chief minister of the Muslims.
